New Rules for the Entry of Goods into the EU From April 1, 2025

The European Commission (Directorate for Taxes and Customs – DG TAXUD) has announced updates to the procedures for importing goods into the European Union, starts on May 1, 2025.

All goods transported by sea or inland waterway, road, and rail into or through the EU including postal express shipments, will be subject to the new regulations before reaching customs. Affected business must submit security and protection data via Entry Summary Declaration (ENS), referencing the EU’s second-generation Import Control System (ICS2).

Businesses impacted by these changes can access the ICS2 system through their own IT infrastructure or via an IT infrastructure / IT service provider for submitting ENS data. Companies that are unprepared to comply with the new regulations by April 1, 2025, must reach out to the National Service Desk of the EU member state where they are registered and received their EORI number no later than March 1, 2025, to request an extension for implementation, which is contingent upon a formal application.
