New Rules for the Entry of Goods into the EU From April 1, 2025

The European Union is implementing stricter customs and safety requirements for goods entering its territory. Find out how these changes affect your shipments from Bosnia and Herzegovina.

Starting April 1, 2025, the European Union will implement Phase 3 of the Import Control System 2 (ICS2). This new regulation introduces significant changes to how safety and security data for goods entering the EU must be reported prior to arrival.

What is ICS2?

ICS2 is a large-scale automated system designed to collect data about all goods entering the EU prior to their arrival. Phase 3 specifically targets goods arriving by sea, inland waterways, road, and rail. It requires carriers, postal operators, and express couriers to provide detailed electronic data for risk analysis purposes.

Key Changes for BiH Exporters

For companies in Bosnia and Herzegovina, these rules mean that more detailed information about your shipments must be provided much earlier in the process. Key requirements include:

  • Precise goods descriptions: Vague terms like "spare parts" or "consumer goods" will no longer be accepted.
  • 6-digit HS codes: Every item in a shipment must be correctly classified using the Harmonized System codes.
  • EORI number validation: Both the exporter and the consignee must have valid registration numbers.
  • Buyer and seller information: Complete address and contact details are mandatory for all parties involved.

How General Logistic is Preparing

Our customs operations team has been preparing for these changes for months. We offer:

  • ICS2 submission services on behalf of our clients
  • Documentation review to ensure compliance with new requirements
  • Staff training for our logistics partners and clients
  • Upgraded digital interfaces for faster data processing

Failure to comply with these new regulations can lead to delays at the border, rejection of shipments, or even financial penalties. It is essential that all companies exporting to the EU review their documentation processes now.

Action Steps for Your Business

We recommend that our clients take the following steps before the April deadline:

  1. Audit your current HS code classifications for accuracy.
  2. Verify EORI numbers for all your EU-based trading partners.
  3. Ensure your IT systems can generate the necessary electronic data formats.
  4. Consult with our customs experts to resolve any specific compliance questions.

At General Logistic, we're here to ensure that your goods continue to move smoothly across borders, despite the evolving regulatory landscape.
